My Alma Mater Wins a First Place Prize at Solar Decathlon

The University of Louisiana at Lafayette has just won the first place award in Market Viability for its Team BeauSoleil Solar Powered Home at the Solar Decathlon held at the Mall in Washington. This is a competition among teams which design homes that have green values and produce their own energy. The BeauSoleil home does all the things required by the contest but adds to those challenges the achievement of being hurricane resistant.  This link is the place to check out this project and possibly get involved yourself. http://www.beausoleilhome.org/index.html

This is a very personal kind of blog. This is an event that reminds me of relatively happy times on campus. I wish to take this occasion to make others more aware of what is going on at the University of Louisiana and how the univeristy is touching the world in one of many ways that it does touch the world.

The Solar Decathlon is a great competition which this year and in all previous year has drawn some very fine design talent to the capital city of the United States of America. All of them are a credit to the minds and talents of young adults dealing with the challenges that face our country and the world.

It is a use of our nation’s great public assets for a purpose suited to the time and the challenges of the time.  Over the years I have enjoyed watching interviews on television with various contenders in this program.  However, I am more moved that usual by the great achievement of my alma mater’s team. Go Cajuns!

These events are doubtless also forming links among the community of those who can design for a sustainable future. I think that this is one of the greatest benefits of this program. I encourage you to link to the You Tube video that provides a nice brief treatment of Team BeauSoleil’s achievements this year. http://www.youtube.com/watch?v=twvYpBbJbCg

I hope that this will be an important milestone in the steady climb to greatness by the Universite des Acadiens. For more data about the school itself go to www.louisiana.edu  and you will find that a lot of good things are going on there that are relevant to the challenges of today’s world. It seems that it is being recognized for applying good thinking and technology to the probelms and opportunities for a greener future which so many of us are thinking about and discussing these days.

President Obama visiting Louisiana today

President Obama will be visiting Louisiana including a school in the Ninth Ward of New Orleans which was utterly devastated by Hurricane Katrina. I am not sure what he will do there but he will be there and I do not object to that.
After all he has been elected President of the United States, has won the Nobel Peace Prize, has been Editor of Harvard Law Review and so he can be an example to the kids there who are mostly African American I guess.

He can talk about the struggle of his own African ancestors in this country. He can talk about his father waiting to get through customs and maybe misplacing his luggage at the airport. He can talk about how his father stubbed his toe once on the way to the university’s bank. He can talk about how it took several years before his father gave up on the whole American thing and went back to Africa. He can talk about how if not for this man nobody would think he was an African American. He can share how his african ancestors came to this continent and and struggled through long lines at lunch to see their ( well his) child become President. He can talk about how the color of his skin has been his source of power and how he embodies the triumph of reace over all else in American politics.

It should be inspiring!

Acrostic Verse

As it happens today I have a chance to blog about blogging again,

Chances between compelling causes of chosen communication come.

Readily I reach for these writer’s reprieves from regular responsibility.

On this evening I am able to discuss the form of verse which I did begin

So consistently to use as I use the poetic powers of my busied brain.

There is little love for acrostic verse as the tellers of free verse spin

Into convenient starting lines and unrhymed ends their words train.

Coding in a topic title on the start of these lines seems needless pain.

Very  few bills are paid these days by the penning of structured verse.

Even though I am unpaid here it still seems a deviating thing to do

Rigidly stringing rhymes in to the written words the titles rehearse.

Still I think the form  shapes and captures an experience quite well too.

Essentially I am still commenting too in this form both old and also new.

Healthcare Bill Passed by the Senate Finance Committee

Senators Snowe and Baucus shake on the Americans Healthy Futures Bill

Senators Snowe and Baucus shake on the Americans Healthy Futures Bill

Today the last of the five healthcare reform bills in the US Congress was passed from committee to the floor of one of the two chambers. The Senate will have two bills endorsed by committees to consider and there will be three committee endorsed bills in the House of Representatives. Of course each of these bills will have a certain amount of powerful institutional endorsement and each will have been written so that there is something to be negotiated away. I have used this blog to promote my own ideas of a healthcare reform plan.

So, for no particular reason, instead of going over these five bills I am reprinting my plan in today’s blog post. If you like it talk to someone about it send a copy to the Congress, print it out and mail it to a friend in a relevant industry.  We could still see a plan like this plan become the law of the land.

A Dozen Policy Points on Healthcare:

1.Medicare and S-CHIP programs should be mostly preserved.  Medicaid should be reformed but not abolished.

2.  Americans should each be allowed to join three  or fewer family associations and pay in one percent of their taxable income tax with the amount of the family association deductible from the amount of each Americans tax liability. Donations to each and all of these funds should be able entitled to FDIC protection in a special class of funds and authorized to buy health insurance, get loans and make investments in a structure of options designed by the government to address the Healthcare situation. One investment which would qualify for some Federal support would be a Community Clinic.

3. A National Wellness Agency should be established. One mil of all FICA revenues and  small fee of say $1.00  collected from everyone entering the United States would be devoted exclusively to this NWA. The NWA would have various chartering regimes for Community Clinics being especially generous to those already existing in getting Agency approval.

4. The NWA would have a subagency devoted to collecting, inspecting and dating unused medicines from institutions and deceased persons and would distribute them to Community Clinics.

5. Every physician who received federal financial aid would be required to spend one day for every thousand dollars of Federal loans and five days for every thousand dollars of Federal grants working for an approved Community Clinic after basic medical school graduation and before any extended residency or specialty training. The National Wellness Agency would oversee this program.

6.  The National Wellness Agency would receive a dedicated tax of one mil of every health and life insurance premium collected in the United States. This money would largely (but not exclusively) pay for a  coordination program linking Community Clinics to  school nurses, fitness centers, foodbanks,  shelters, eldercare and daycare facilitites as well as other community institutions.

7. The Community Clinics would have hours reserved for only those invested in the clinic or owning cheap Community Clinic Insurance which would be available to all including fugitive felons and illegal aliens on confidential basis. The Community Clinics would also charge a visit fee of five dollars and a file fee of twenty dollars per year to any one able to pay and not insured. Half of one percent of the revenues of each clinic would be paid to the National Wellness Agency. Insurance would be about ten dollars per household per month and would cover clinic fees if current.

8. The National Wellness Agency would also receive a small dedicated of perhaps one percent on all imported alcohol, tobacco, firearms and high performance recreational vehicles.   These funds would be largely dedicated to the Volunteer Support Program.  Meals and seminars would be provided where possible for Health and Medical Professionals volunteering at  Community Clinics. The Clinics would keep track of hours and the volunteers would receive a check at the end of each year for the federal minimum wage or one fifth of their normal hourly rate of pay — whichever was less.

9. The National Wellness Agency would offer a  lottery for tests, specialists and referrals for all those holding  Community Clinic Insurance.    The NWA would also interface with research institutions, charity hospitals and other players. These agencies would also be required to dedicate at least one percent of the value of Federal funds received to the network of deserving cases.

10. The National Wellness Agency would train community workers in churches, clubs and sports leagues and sponsor nutrition, hygiene and other programs. This  activity would be paid for in large part by a one mil tax on the wholesale  and a one percent tax on the retail of all  prescribed pharmaceuticals. These community workers would be trained to transport persons needing care to the Community Clinics. Clinics would work with other nonprofit organizations of all types to create medical transport with donated vehicles and other assets.

11.  Emergency Rooms and Ambulances would be required to give some triage preference to those coming from Community Clinics over those coming from the open street.

12. Corporations which sponsored a Community Clinic would receive a Wellness Program Support Package from the NWA tied to their level of support.

That is about half the operative language which I have devoted to this program. The other half of the language is just coming up below (to use an odd turn of phrase). The rest is about risk, torts, conflict and problems not with health but with the system itself.

So while I presumed to use a dozen principles to change everything in terms of laying out the new scheme I will allow myself twelve principles just for dealing with legal conflicts which arise. I propose a DOZEN LEGAL PRINCIPLES FOR THE NEW REGIME:

1. All malpractice policies and automobile liability policies and any other policies which insure against tort liability must cover any activity generally or usually  covered when it is performed by a Community Clinic or the National Wellness Agency or in collaboration with them.

2. All users of the Community Clinics will sign a liability waiver when using the program and will be limited to the maximum level of benefits on a set program of awards and benefits unless a plaintiff can show intentional tort or criminal malfeasance.

3. Workers Compensation Programs which assist in administering this liability program will qualify for discounts and special services as investors in the clinic system.

4. The National Wellness Agency shall have standing to defend any claim against a licensed Community Clinic

5. All law students receiving federal grants and loans will be required to contribute one day for every thousand dollars in loans and five days for every thousand dollars in grants after the end of their second year and before beginning a regular practice to the National Wellness Agency.  These students will assist in malpractice defense. They shall also assist the NWA in suing those who create a narrowly defined new federal Threat to Public Health. A sizable portion of the funds collected in each of these cases shall go into two dedicated funds. One shall be used to compensate those injured and the other to assist in all aspects of liability management including defense of malpractice.

6. All liability insurers for companies where the NWA maintains a wellness support program must contribute half of one percent of all premiums collected to the total liability management fund of the National Wellness Agency.

7. The National Wellness Agency shall assist in the development of safety standards and seminars for all Community Clinics.

8.  Emergency Rooms and Ambulances shall have National Wellness Agency liaison subagency that interacts them in providing quick emergency support to clinics and using clinics to better mange crises.

9. The NWA will have as part of its mission to increase the effectiveness of its partners in providing safe low level health  services as school nurses, fitness trainers and others who enhance health outside of sickcare.

10. The US military will have protocols for crisis management support with the NWA and clinics so that hospitals and other providers will not be as quickly overwhelmed by crises which arise in cities and regions. This will be secondary to their purely military missions but still mandated.

11. Hospitals shall be required to acknowledge and not undermine the work of those providing a less defensive standard of care in the Community Clinics than is to be the standard in hospitals and other institutions.

12.   All medical records of community clinics are to be capable of transmission to all other clinics through the NWA to minimize errors and risk.

San Francisco Mayor Newsom in an unrelated appearance with Former Pres. Clinton

San Francisco Mayor Newsom in an unrelated appearance with Former Pres. Clinton

Recently on television news, I think it was on CBS Sunday Morning, I saw a special report on Mayor Newsome and the City of San Francisco and their program called Healthy San Francisco. I really felt when I watched the show that this program would be a tremendous assistance to them in trying to make their system work. It would be a real boost if it could be made to interface well with what is good in their system. They would give this national structure the right shape and flavor for San Francisco. I am sure that the members of the Senate Finance Committee also feel that their bill would assist  the best programs and initiatives in states and communities but I am skeptical about the likelihood that this will happen.

Waiting on Water on the Moon

Well it has been a few days and we have not heard anything from NASA about how much water they did or did not discover with the LCROSS mission. Certainly some of that early morning data seemed compatible with just about anything one could be tempted to think. Given that most of us did not record the transmissions as I can assure you that I did not. We had no blazing tower of ejecta that all the telescopes could photograph well. NASA_launches_rocket_72f4

Assuming the conspiracy theorists are not right and that the reason there were no good pictures is not because nothing happened. Likewise believing that the money was used on this mission and not all diverted to something horrible then here are a few facts I picked up on:

1. There was a sodium flash at the time of impact.

2. There was a drop off in the degree of luminosity and and a drop in some other things indicating reflectivity after the impact.

3.The  shepherding spacecraft traveled well through the ejecta cloud.

4.The Chandraayan discovered hydration cycle must be considered good data until shown otherwise.

All of this data is compatible with water which will create vapor features which obscure reflective particles, will suspend and dissolve sodium and hold it in relative stability and would in my opinion tend to diminish the chance of unpredictable particles exceeding the limits of tolerance of the shepherding spacecraft. Of course there was so little data in that first press conference that it could be compatible with a set of crystalline salt rocks and metals reacting in some mutually destructive way or almost anything else.

That is why we all want to know who are into this sort of thing. Hey NASA what did you find?

For what I was thinking before they hit the Moon go to the post from that time:

https://franksummers3ba.wordpress.com/2009/10/09/lcross-we-slam-the-moon-looking-for-water/

I think that this is a very important moment in our history whether we can perceive that or not. I hope they find water but most of all I hope they provide good and ample data.

Adjusted Time

Legendary_Clock_From_ccc9I have adjusted the time on this blog to the time zone I live in. Some dark force from my newbie past had me thinking I was stuck with Greenwich Median Time or whatever was preset when I opened the account. Sorry about the confusion, ye few ye proud ye readers…

On the subject of things not going perfectly…

Support is closed at WordPress and I do not need it really but somehow a significant percentage of my views from my past history have been vaporized. That had not happened before. I feel that perhaps they were views from a local network I belong to and thus somehow identified as my own viewing by the software or someone, that or something with another logical explanation is doubtless the cause. I do feel a bit kicked around by this unique indignity however. Of course nobody would know about this if I did not post the results here. Because it seems to fit with the theme of the longer and larger post I have for today I am adding it in on my own.

Almost 20% of my best day ever and 50% of my WordPress recorded views today as of posting thissecond brief blog were erased. What does that mean?

While I don’t care that much it is just one of those things when one is mildly depressed and irritated. I was puttering around with this while feeling a bit ragged around the edges and then found that my struggling new enterprise is even more struggling than I thought it might be.

C’est la vie!

There are days like this…

There are days when one should not post a blog entry but does anyway. This has been a really bad day personally in the way that days can be very bad when one does not have death in the family, a terrible injury, a divorce or a foreclosure. I find myself feeling a bit ragged and weary.

Of course there are reasons. But the reasons matter less than the fact of the badness of the day. So I choose to use a day mostly off to thank Alpha Inventions for putting me on his rotation for a while. I also welcome those who stopped into read searching for Dr. Pollock whom I once knew as Brad. I hope that there will be better days and entries ahead. But since this blog is a bit personal I devote this post to the badness of my day. Although there were some good times in it all too — I will just leave those out of my post.

Louisiana’s Festivals

Louisiana has many festivals and fairs in cities, towns and villages too.

Our association LAFF is not really a minor or laughing matter.

Under the breezy skies Delcambre and Bayou Pierre Part Bless Fleets.

In Crowley’s great Rice Festival and Basile’s Swine they celebrate good eats.

So in today’s Cattle Festival in Abbeville I brought my nephew and nieces two,

Into the streets of my hometown to watch  parades see beads and candies scatter.

And to eat the icy snow cone treats in rainbow hues and walk a bit together.

Not neglecting to be thankful for the  pleasant break in rainy weather,

As we rode rides and watched the beef move from grill to paper platter.

Saturday hours in a small Louisiana town led us to the familial matter.

Full of the experience and back to an early supper and I to football then,

Each of us was enjoying the weekend diversions not of the festival at all.

Such is the way many and likely most festival-goers go to these most often.

To a bit of this and that and not taking every bit of time from football.

In addition the gridiron of fall and hunts and baseball people rest.

Very many go to church and eat out away from the fairgrounds too.

And people combine the Jazz, Shrimp or Ducks with life’s normal best.

Louisiana’s Crawfish or Cattle Festivals provide pleasant things to do.

Saturdays and Sundays in any fair like this may a bit of our life renew.

Barak Obama’s Nobel Peace Prize

King and Obama picsAll of us  know the names of the 89 or so recipients of the Nobel Peace Prize by heart right?

Maybe today anyone reading this post knows that three sitting Presidents Barak Hussein Obama, Woodrow Wilson and Teddy Roosevelt have won the Nobel Prize. We know that Former President James Earl Carter and Nearly President-Elect Al Gore have won the Prize.

Maybe today we know that Al Bunche won it in 1950 as well as Martin Luther King winning it in a more famed and spectacular way. This means that Obama will be the third person who is arguably a correctly self-declared African American to win the prize. Although of course Obama has no ancestors who were African Americans, Black Americans or Negro Americans as far as any of us know. But he is committed to a wife and children who are indisputably African American.

The Peace Prize is funded by a munitions manufacurer and patent holder on Dynamite who included it in his will when he discovered a printed death threat in the form of an obituary. It is administered as an international club by the Norsemen who arguably have a history of bloodshed and violence that cannot be matched by any other ethnicity. It has been given to an impressive group of people who have some claim to good always in their plans. It has consistently but not exclusively been associated with the disruption and opposition of states and governments that exist in the interests of the traditionally civilized powers.

I have to mention it in this blog for many reasons and now I have. President Obama won it today.
