Biggest US Spill: Living in the Age of Liquidation

This BP — Transocean spill  is not just another mess. This spill is historic and calls for a response in historic terms. It also must be seen in context. That context and response is what this post is about.  The liquid nature of the spill goes with the crisis of unstructured flow of migrants who are joined by the desire to make money flow around for no real reason. This joins with the government forcing racial groups to flow together in no structured way. This goes with an economy designed to liquidate all wealth and punish the kinds of wealth that does not flow quickly. In may ways this spill symbolizes our whole set of social disorders. 

We are facing the largest oil spill in US history. We had the failed Times Square bombing, the underwear bomber, the Fort Hood shooting and we have hundreds of thousands of people protesting  forcefully to proclaim that one should be able to stay here as long as one wants without documentation. Not all the Arizona law protesters want to say that but hundreds of thousands do. We have people in our congress advocating an unconstitutional ex post facto law against BP. Here again the nuance is that if Congress were saying they would issue letters of Marque and Reprisal against BP if they do not adequately deal with the spill I would not object (Britain would but not I). Our debt to revenue ratio is outrageously high and people largely believe we should all spend more to stimulate the economy.  We are still involved in two foreign wars. In my opinions all the things I mentioned above are only minor symptoms of the disease afflicting our society. We are a country in crisis, deep and serious crisis.

I am different from  most of those who are likely to read this blog as American citizens in that I support and advocate radical constitutional change. I advocate change which is revolutionary  — although I am willing to see that change come in the following Constitutional form: “or, on the Application of the Legislatures of two-thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as part of this Constitution, when ratified by the Legislatures of three-fourths of the several States, or by Conventions in three-fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress; Provided that no Amendment which may be made prior to the Year One thousand eight hundred and eight shall in any Manner affect the first and fourth Clauses in the Ninth Section of the first Article; and that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate.” This quote makes up most of Article V (Article Five) of the Constitution.

The part I did not include is the first few words reproduced here and now ” The Congress, whenever two-thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, (or, on the Application of the Legislatures)” the words in parentheses are the words at the start of my quote above. All amendments in US history have been passed through the houses of congress and then ratified by the States. However, a constitutional convention summoned by  two-thirds of the States  and ratified by three-fourths of the States could effect total transformation of the country as long as every State retains equal votes in the Senate and the entirely new Constitution would be a formal and legal continuity of our current regime. The only role of Congress in this second path would be to choose whether State legislatures or State conventions should ratify the larger convention.  In the real world if a convention had been called then force of arms would be justified if (by no means certain) a Congress refused to act to make this one choice. Thus if three-fourths of the states can be convinced of the need for radical change then we can have it. And we do need radical change. It is time for our society to evolve. I have outlined the ideas for a new regime elsewhere in this blog.

We need to create a system which will value conservation, preservation, familial wealth, nature, honor and recognize that neither big business nor bureaucracy has all the answers and yet both have a role to play. The risks these spills and other things like the war on terror relate to or not adequately addressed in an eight year presidential administration. We need the kinds of changes we are very far from adopting so far.  The total destruction of our society is what is likely if we continue to follow the path we have been following .  As our society becomes more dysfunctional the rate of decay will increase. Making the right changes now will be very hard but making them later will be much harder.

We are partly destroying and may be largely destroying an estuary which is the product of processes ranging in millions, thousands and hundreds of years. We are doing this in days and months. We need a government with a loner term view of things. However, not just any old thing will do. We need to make  the right changes. I have tried to outline those changes elsewhere in this blog. But we will not have many more chances for good change. It will not be long before any effort we make will be the kind of desperate and frenzied reaction that seldom works out well — to say the least.  This may be our last chance to create change that is rational, wise and measured. 

So let us consider really  changing the government. We have a choice now. That will not be true forever.

BP Has Failed to Stop the Gusher: A Catalogue of My Blog’s Coverage

 

British Petroleum has announced that the “Top Kill” or dynamic kill option has not  worked and is being abandoned. They claim only 38 acres of Marsh have been damaged severely and that only 107 miles of coastline has been hit. However I live in distant Vermilion Parish and we have verified small amounts of oil contamination on our own coasts. There is so much we do not know. Everything is in flux and under a strain and pressure.

The Largest Spill in US History more links…

The United States is likely in the midst of its largest oil spill ever recorded. The United States Geological Survey has estimated that the release is closer to a million gallons or over 20,000 barrels of oil per day than to the 5,000 barrel per day estimate recently used. The original 1,000 barrel or 42,000 gallon idea is completely forgotten.So the Exxon Valdez spill was 11,000,000 gallons and this spill has possibly been 30,000,000 already. Can anybody say wow!

Nobody has ever convinced all parties of the effects of any spill. Did the Valdez wipe out the herring fisheries in the Alaskan sound where the spill occurred?  We do not know but do know herring have greatly declined or disappeared in nearby areas.

There was a 140 million gallon spill in the Bay of Campeche in Mexico’s section of the Gulf of Mexico. This Ixtoc 1 spill ran on for a long time like this one may and occurred in the 1970s.  Many disagree on how much the nearby fisheries and eco-systems were affected. Some even say it led to a boom in shrimp catches somehow and then there are those who say it created instability in the shrimp populations that really reached it peak several years later.

Two BPs on My Mind

BP which has in the past been British Petroleum has been much in the news, in this blog and on my mind. That is how it ought to be. The beaches where Jean Lafitte sometimes sent in his parties in his smaller boats are fouled. Those same Grand Isle beaches where Kate Chopin observed white Creole culture relaxing in its sophisticated colonial style that was both uniquely French and uniquely US American and then set out in that context the events of the novella “The Awakening”– those same fine beaches are now covered in emulsified oil. Nests of Pelicans and other birds who already struggle in this world are found to have been fouled by oil in Plaquemines Parish. Fishing is closed and chaos devils the plans of many small towns. The British Petroleum leak ought to be on people’s minds. But what about the other B.P. —  The British Parliament.

The British Parliament opens tomorrow and has been closed and occupied with things other than being a parliament since the explosion of the Deep Water Horizon. Will the Parliament address the crisis in Louisiana and the Gulf of Mexico in any way? That is the question which I cannot answer with certainty today. But it is on my mind.

Oil and Gas an Odd Argument for Continuing Drilling

This is an odd time to be posting this. I am much more upset about this spill than the average person. Yet for me it further argues that we should keep drilling for oil and gas for the foreseeable future. Yes, we will have to develope carbon recapture, cleaner burning fuels and concepts of fractionalization as yet unknown to us. Yes, we should be mixing som wastes with other elements to reclaim ancient man-made deserts in system developed by obscure scientists decades ago. But I truly believe we are lessening every year the vast deposits of oil and gas which are near the earth surface under sea or other wise. Oil and Gas people are so used to defending how crude and natural gas are harmless fossils that they lose sight of the reasons some Louisiana Acadians often welcomed early drillers. Use the stuff for some good purpose and get it out of the eco system. In a series of major volcanoes and earthquakes which our planet may undergo at some time the release of seas of oil and vast storms of gas is a terrible menace. Regular natural seepage has many positive ecological effects but the huge releases and sudden flows of history are seldom discussed and have sometimes been devastating to local bio-cycles. It offends my sense of proper resource management to pretend that failing to use oil and gas is not full of risk. The replacement of the energy they give is part of the risk. However, simply not removing vast deposits from near the surface while we can do so safely is another risk which the passive model of today’s environmental movement would find unthinkable and anathema to consider.

The Oil Spill in the Gulf and Making Desperadoes

The tragedy of the oil and gas spewing into the Gulf for more than a month now is something that sits heavily on my mind and is another sign of all that is wrong with the world. BP, the company that has been British Petroleum, has said this will be the largest oil spill response in history and it does seem that they are doing quite a bit. I do applaud their efforts to address this crisis compared to not addressing it at all. However,  it is a reminder to me of all the reasons why life is so often hellish and why it is almost impossible for me to have any hope in the world in which I live. All the difficulties that are involved in Louisiana’s managing wildlife refuges, large scale fishing and a major oil industry in a difficult  situation are part of the worldwide centuries long mega trend of stupidity and evil in a committed making of deserts and despair which traps people into vile cities and horrible jobs in near deserts that is what some people call civilization.  China is not perfect in any of its policies but the fact that it employs half its people as farmers is seen as an aberration or a weakness by most Westerners. While I would like to see things get better for these people among whom I lived I actually admire and respect their deep tie to agriculture. I look at the manors of medieval Europe with complex covenants, hedgerows,small plots, commons and Lord’s fields as well as a set of rules about shared infrastructure as a magnificent achievement. The enclosure and industrialization did some good but also very much evil in the world. There is a meaning of the word Arcadian that means ” a paradise of natural resource management”.  In other words for me there is no good side or upside to disabling fisheries and tourism and nature reserves and pressuring more people into the petrochemical economy here. Indeed I do not want to see the oil industry decline, not at all. But if I have to or had to choose then the oil & gas would give way to the wetlands management interests.  Only really confronting the world forces that are destroying us in a sane way will work.  I am afraid that I am not optimistic about any of the right things happening.   

This is a very bad time for me. I was one of a small minority of Americans who wanted a federal system to be our project in rebuilding Iraq and felt that the minute we accepted a nonfederal solution to their broken state we were closing off the best options and increasing the chances of the worst options and also that ending any real chance we would have an ally who would support our best national self. Among the small minority who were committed to the federal model of Iraqi redevelopment I was among the  few among this minority who favored a state or province for the Marsh Arabs. Basically, I favored a bicameral legislature with the lower house based on population and the upper house representing states or provinces. Those would have been Iraqi Kurdistan, a Sunni Arab Majority Province in the triangle,  an approximately equal Sunni and Shiite population Province, the special capital city province of Baghdad, a Perseo-Arab Shiite majority province and an Arab Shiite majority province as well as a Marsh Arab province.  More or less all media and political figures started off with a dismissing of the possibility of a Marsh Arab state. It was a sort of unanimous presumption. In the Philippines I was a very weak and insignificant force in trying to get the landed gentry, tribal peoples and Federation of Free Farmers as well as fishermen to see and discuss their common interests in an environment that was both preserved and exploited. In other words, managed with wisdom. In Mexico, I struggled to help garlic farmers and  goat herds interact more effectively with the world economy. None of these efforts were huge nor entirely unsuccessful but they were all failures as far as my own efforts were concerned.

I have long been involved in the struggles here related to  all of the things involved in this crisis. However, I am in many ways a remarkably unsuccessful person. I do not know what  the final lessons of this crisis will be but I do know that they are lessons we desperately need to learn well and are not likely to learn well. I alos believe that while people here are among the most conscientious and hard-working people in the world they are the kinds of people who can be driven to do desperate things if placed in desperate situations. The creation of a large class of desperadoes who are skilled and look like almost every population on Earth and who are skilled in the use of arms with honor is not something to be dismissed lightly. We must hope that things will get better and not become entirely desperate.

The Deep Water Horizon Oil Spill: Thoughts About the Crisis

The Deep Water Horizon rig which was a Transocean craft operating off the Louisiana coast at a depth of more than 5,ooo feet. This operation was a British Petroleum operation and British Petroleum does not exist but is succeeded by BP LPC. I usually refer to the corporation British Petroleum. Transocean is, I am fairly sure, a Swiss based corporation and had flagged this ship as Marshall Islands vessel although it had no historical operation ties with the tiny islands and was built in the Far East not the middle of the Pacific. These corporations allege that Halliburton which was the cement contractor possibly had something to do with the  accident which resulted in an explosion, eleven deaths and the sinking of the floating Deep Water Horizon rig. The Mineral Management Service is charged with the safety of these offshore rigs and also collects money from offshore leases for the coffers of the US government. Since April 19 it is alleged by many that 5,000 barrels or 210,000 gallons of crude oil every day have been percolating up and gushing out of the wrecked well. That is well over 4,000,000 gallons of oil.

The Louisiana coastline nearby is a fragile saltwater marsh. Pelicans, rare sea turtles, a pod of sperm whales, porpoises, rare terns and 400 other species breed (mostly at this time of year in these marshes) other rare species breed in adjoining states. The Atlantic Bluefin tuna reproduces only in thses waters. The Louisiana Offshore Oil Port or LOOP acts as the door to a huge portion of US petroleum imports. New Orleans and the Mississippi River serve as a very major world port.  The fisheries of varied commercial and recreational finfish are an enormous industry. In addition hundreds of millions of annual dollars in income are derived from the harvest of oysters, shrimp and crabs. Countless small ports and resorts are operational fo fisheries and beaches throughout the Northern Gulf of Mexico.  

Culturally and historically this calamity comes at a time when many other factors stress the cultures and communities and states in this reason. In addition there are very grave geopolitical  consequences. I hope to comment more about this crisis in future blog posts. I am already committed to discussing this and have done so elsewhere. The problems raised are not new to me.

I will return to this topic when I can. I have made a few editorial changes since publication adding about ten words above and also now saying that the companies involved asked for environmental waivers, flagged a ship with an undemanding flag of convenience, had no extraordinary measures ready to deal with the extraordinary drilling that have been shown to be very prudent or excellent measures. The company which made several billions in profits in the last reported quarterhas so far allegedly spent about 350 million US dollars on response to the spill.  It would seem to me that their lack of respect for this location and the nature of the project demands the most forceful legal response conceivable. Stopping at the legal limits of response is probably imoral but it is what one might ask people to do for the sake of preserving this civilization. This may not be an act of war or piracy but it is nearly tantamount to such an act.

The Direct Imperial Government in the New American Regime: Part One

The last few months I have been blogging mostly about a proposed new regime in America. I intend to continue to do this while at the same time addressing the catastrophic oil spill in the Gulf of Mexico. The Direct Imperial Government does not yet exist in any way and is not at all the same as the components of the new regime which are reformed aspects of the current United States or State government. Nor is the Direct Imperial Government  like the Acadian people, or the general concept or institution of polygamy.  Nor is it like the concepts or remaining practices of classic Greek political science or royalism. Here the topic being discussed is something that is not, has never been and may never be. It is the part of this whole model of a proposed regime which is the most similar therefore to a megalomaniacal delusion or a whole cloth fabrication. There is very little evidence or standard to say whether it is right or not.  As with other parts of the model I want to use the part to illustrate and illumine the whole. I will not even attempt a complete overview here. However, there is something close to a complete overview if one examines all related posts closely. Here in this series of posts I will discuss four Direct Imperial Government Agencies and there proposed operation.  The four Agencies discussed here will be The Imperial Waste Authority, The Human Habitat Expansion Agency (Distinct from the Human Habitat Expansion Office of the Imperial House),  The Imperial Wellness Agency and the Government Liaison Agency for the Imperial House, Household and Services. In discussing these agencies I will discuss the DIG as a whole. Not how to dig a hole but the D.I.G. as a whole system.

About the oil spill, I want to encourage anyone reading to look at my earlier post. As recently as when I posted this post I had not yet begun to openly incite change to a royalist form of government. Although this is an issue that would be addressed mostly by the Kingdom of Louisiana in my larger proposed Imperial America it is still relevant to the issues discussed in this post as well. Before continuing I also want to include a statement of sympathy for the families and loved ones of forty-nine year old Donald Clark of Newellton, Louisiana as well the bereaved mourning forty-year old Stephen Curtis who leaves of a wife and two teenage children.  Also missed and remembered by their families and loved ones are fifty-six year old Eunice, Louisiana  native Blair Manuel who lived a life resident in St. Amant and left a family and fiancée. Twenty-nine year old engineer Gordon Jones allegedly died three days before his sixth anniversary. His wife Michelle (my ex-wife’s name) is expecting their child. Two other Americans who will be missed were from Texas and four were from Mississippi. The bodies of these eleven have not been recovered. All of these losses have been somewhat overshadowed by the potential cataclysm that is this spill of thousands of  square miles.

I. Imperial Waste Authority 

In this post I going to discuss the Imperial Waste Authority. I will relate it to the overall picture of the Government and to the Deep Water Horizon Oil Spill occupying much of my mind at present. However, I will really try to map the agency out as well.

A. The Constitutional Founding and Legal Establishment of the Imperial Waste Authority

In the formation of the totality of the new regime there will be many elements of the grand political palette which will be brought to bear on the problems and issues of the present and which will be addressed as regards the institutions of the future.  The Direct Imperial Government in general will be the portion of the regime where the efforts of Franklin Delano Roosevelt in the New Deal and the  big government programs of Wilson and even of Lincoln. The Direct Imperial Government will be fairly compared to the corporate fascism of the Axis powers of the Second World War in some ways. However, unlike the image of those very varied examples this will be a government of both enumerated powers and enumerated agencies of theat power. The Constitution and the other founding documents and bodies must be designed and put into effect in such a way as to make clear what the balance of powers in the relatively complex regime must be. The Imperial Waste Authority must be the most in this corporate authoritarian regime of all the agencies of the Direct Imperial Government.

1. The Constitutional Article on the Emperor in a Subsection on Waste and Ruin shall Provide:

“The Emperor shall have a supreme right and sovereign privilege to profit from the waste and ruins of the realm personally, in his House, in his Peers and in his Direct Imperial Government. Among the Ministers of the House there shall be a Minister of Waste and Ruins whose office shall assume other functions provided in this clause when those to whom they are assigned are unable to perform them or when such institutions may have been temporarily dissolved or abolished at the pleasure of the Emperor. The Court Architect and the Majordomos di Palazzo of the three Unity titles along with the Head of Imperial Ruins Board along with five persons appointed by the Direct Imperial Government and four persons appointed by the Emperor from among the Representatives of the House of Representatives. The Imperial Waste Authority shall have authority over all waste and shall itself establish and constitutionally govern under the pleasure of the Emperor the Imperial Waste Corporation and the Imperial     Waste Authority Federation of Constitutional Jurisdictions. While there shall be a regular review of the constitutional operation of this Imperial Waste Authority every five years which shall determine its possible undue authority and influence over matters unrelated or insufficiently related to waste it shall not conform to the general structure of our constitution as regards federal issues or the separation of powers. It shall be an agency of extremely direct and unreviewed powers to accomplish its purpose. The Imperial Waste Authority shall have a Marshall General and Marshall’s Corps  to enforce its laws and regulations as well as standing in all legal matters and disputes related to waste. ”

2. Constitutional Jurisdictions:

Every Constitutional Jurisdiction will have to pass a provision of its Constitution authorizing full cooperation and compliance with the Imperial Waste Authority and also recognizing the Emperor’s rights in Waste and Ruins.  This will have to take place as part of the revolutionary founding of the new regime. In this they will specify how their delegates to  the Imperial Waste Federation of Imperial Corporations  will be appointed, salaried and managed.

3. The Imperial Waste Corporation

The Imperial Waste Corporation shall assume all contracts for waste management of any kind in which a government is involved as a party at any level at the time of this founding. The party currently contracted shall be presumed to continue in operation of the contract in one of a number of ways. All major corporations engaged in activities related to waste in the realm which wish to continue to be major actors in this industry will rewrite their corporate bylaws and articles of incorporation to conform to the new regime. They shall develop a unique three-part structure in which there shall exist under one supreme board a subsidiary of the Imperial Waste Corporation, a Conformist Division and a Competitive Division. Under Imperial Waste Authority Regulations these will each operate in different spheres of activity. All will be subject to being summoned to assist the Imperial Waste Authority in emergency response and waste related disaster response activities to a substantial degree. All such established corporations shall exchange some of their stock as demanded by a scale in the laws for Executive Stock in the Imperial Waste Corporation. All minor players, individuals and governments involved in these activities will have the opportunity and sometimes the requirement to buy Preferred Stock. By formula and law ten percent of the assets valuation of the Imperial Waste Corporation will be traded on a market (starting with the New York Stock Exchange) as Common Stock. This Corporation will have reviews by the Imperial Waste Authority which will publish an annual white paper. However, it will be able to use tax funds in some operations, to interact in unique ways with the overall authority. It shall support unique project related to Waste that are overseen and authorized by the Imperial Waste Authority.

B. Goals of the Imperial Waste Authority

The goal of the Imperial Waste Authority is to operate in such a way that as much of the waste it handles as possible find its way into good and useful service which cause it not to be waste. It is especially to seek to build up assets to assist in the clean-up related to events such as storms, floods, oil spills and fires which produce great waste. It cannot be sued for not participating or raising a standard but will seek to gradually raise a standard in these matters as it proceeds. The Imperial Waste Authority will seek to develop a new structure to see the   varied distressed and devalued  items into newly useful entities as often and as easily as possible. It will be able to access large resources from throughout the Empire for that purpose. It shall maintain an Academic Division and Library which shall accumulate and advance all technical and social knowledge and skill related to the activities in which it is engaged.

To show how Acadian experience is relevant to the question of how Americans govern themselves and have decided to do so in the past I will quote one of my own post in this blog at length this post in turn has links to longer and very worthy sources that can help one to understand how all of these historical issues are interrelated.

“The first really key point is that the real roots of the American Revolution occurred in a larger colonial context.  I am going to recommend a book that does not declare ( as I do here and now) that the Acadian expulsion (loosely described in Longfellow’s epic poem Evangeline)  were a principal cause of and stimulus to the American revolution.  But it does show the connections of this event to the revolutionary ferment in a broad contest. Secondly, I want to show that the destruction of Acadie was a large and significant act. That it had everything to do with creating a British profile and character the Americans could distrust and that in their early history the Acadians had both elements the Americans were eager to restore to their experience of the British Constitution and also the chivalric and aristocratic values which I argue that we need to restore today. In which regard there is a recent book by John Mack Faragher:  http://www.amazon.com/Great-Noble-Scheme-Expulsion-Acadians/dp/0393051358  to understand the British view of how great and wealthy a land the Acadians had created and how eager they were to have its wealth for themselves.  The Acadian experience is deeply tied to the American experience as a whole.”

However, in this post I cannot really describe the Acadian people or experience. The best I can go is outline their role in the proposed new regime. I will focus on doing as I have done with other parts of the proposed regime.  I will fill out a portion of the Constitution’s demands so that perhaps there can be some light shed on the things they represent. There must be eight hundred forty members of the Acadian Electoral Delegation in the Conclave. I will set out to identify these eight hundred forty and let the rest of the Ethnos Arkadios be seen by that little revelation.

The remainder of the 840 seats after subtracting 732 is 108. There would be 54 seats on a yearly rotation in a  twelve year cycle of the Couples serving as family and kinship coordinators. There would 27 seats at random from the guards assigned to the late Basileus. There would be 27 seats assigned first to the late Basileus Harem and if he had fewer than 27 consorts to his Roll of Friends not otherwise seated.

Using these terms and names one could search though my blog posts and piece together quite a bit. This is not the last time the tribe will be mentioned but it is where I will stop for now.

Really Becoming an Empire: Some Aspects of Transforming America. Part Two

In the first part of this topic, which was the first post in this series within a series of blog posts, I discussed the Five-Fold Nobility. I want to continue  discussing the process of becoming an Imperial American Culture by discussing the laws, customs, institutions and rules of the interregnum.  The system proposed here and the system it is based upon is best served by relatively dull interregni at long intervals. However, in many ways the interegni are the periods of time which most define the regime and its system. In this Time Between the Kings the functions, structures and values of the regime are best illustrated and best made clear. 

II. The Interregnum

There will have to be a direct  reference in the new Constitution to the  Interregnum Major Section of the Title The Imperial House in the Direct Imperial Government Civil Code and that Major Section will contain the detailed law which will govern and authorize the appropriate officials to effect the progress of the interregnum.

A. End of Reign Issues

The Grand Royal and Imperial House and Household Assembly will have the capacity to administer a number of regimes of Abdication. Only one of them is considered normal and is not really an abdication when within the number of times it has been invoked it is used properly and things are as they were expected to be. When an older Basileus-King/Roi-Emperor has passed the average life expectancy already and has been suffering from a lingering illness and has certified that he believes this to be his last illness and has set this deed in effect then A Time oF Mortality Abdication Act is in effect. When this Monarch slips into a sharp decline, coma or extended incompetence from which it is not believed he can survive longer than an interregnum takes then the instrument of law is activated and all proceeds as though he had died  except for some issues of form. When he dies during the Pre Conclave Process the Process is then interrupted and all the effects are managed which go with the death itself.  Then, with small adjustments the Process proceeds where it left off.  Except fo this single form of Abdication none are normal. The Emperor is expected to reign until dead. The interregnum begins when this death occurs. 

1. Certification of Death or Abdication

All three Court Physicians and the entire Successions Committee shall be summoned. A Quorum of these person will certify the Death or Abdication of the Monarch. 

2.Summoning of the Agents of the Bereaved

In the case of Death the Harem is Given A declaration of Instant Dissolution. In the case of Abdication the Harem is given a declaration of Preliminary and Progressive Dissolution. The Harem’s Steering Board and the Mistress of Ceremonies decide whether they dissolve under a system of Emergency and Secrecy in Dissolution or whether ordinary procedures should be followed. The Harem will divide up the Common fund, set in place the defunct harem trust operating board, set up the correspondence committee and still be on premise to distribute three passes to their choice of Heirs before attending the funeral under normal circumstances. In an emergency they and their children and attendants will follow sealed procedures for dispersal.       

3. Council of the Bereaved and First Dissolution

If there is an Empress she is now titled Empress Bereaved and holds Imperial Sway as she first meets with the Interregnum Council. If  there is an Acting Empress then she becomes the President of the Interregnum Council which shall have reduced but substantial Imperial Sway during the Interregnum. If there is no Empress at all then the Interregnum Council will work under the Minimum Reserve Powers Provision of the Code and will work with the Direct Imperial Government to hold and exercise the Imperial Sway untill the new Emperor is reigning. Here  in the first meeting the Harem. the List of Heirs, the  Mistress of Ceremonies Bureaucracy and the Personal Offices of the Emperor or admitted to the Council of the Bereaved and given Writs of Dissolution and a schedule of their breaking apart and evacuating various duties and places.

4.The State Funeral and Burial

The State Funeral and Burial or to be major events but are not going to discuss in detail here. The Family must be well-informed and cared for but should have few decisions to make and tasks to innovate as regards this event. In all cases all Heirs and Family are to be given time (at least three days) to attend to activities related to these events with little other demand for their serious attentions.

B. The Interregnum  Imperial Sway

The Interregnum does not greatly reduce the powers or responsibilities of the Imperial Sway. The main reduction is  that it shall be nearly impossible to reform Succession law and procedure at this time of the regime’s operation. the governance and politics of the Imperial House goes on with only such use of recesses and vacations as fit within a sensible established framework.

1. The Empress 

If there is an Empress she is politically indistinguishable from the Emperor in all but a few specified areas of law and operation.  The Acting Empress will have substantial power  when acting with full support of the majority of the Interregnum Council. 

2. The Interregnum Council

The Interregnum Council must certify all Imperial acts, edicts and proclamations. They must also adjust to the three very different roles they will fulfill depending on the presence and capacity of th Empress. 

C. The Successions Regime

On some day between the Death or Abdication and twenty-one days later the Imperial Solicitor and the three Chaplains and the US Censors and the Commanders of Each Compact Cavalry Honor Guard will declare that a Successions Regime is under full procedure. These persons will meet with the Interregnum Council and Publish a report on the basics of the Successions regime. they will also address a joint Session of Congress and hold a major press conference on this subject.

 1. Evaluation, Enrollment and House Passes of Heirs

Heirs by right under thirteen years of age will always have been Heirs- in-Waiting. if one is about to turn thirteen he may appeal for a delay of up to one month and according to the guidelines of the Code the Interregnum Council will make these determination. This will be determined and the List of  Heirs will be submitted. Those unwilling to participate will be publicly interviewed, will sign an affidavit and be fined. They will not ne allowed to pass down their participation or simply pass the chance. The number of Passes held by each Heir will be announced and the number of those awarded on the basis of their evaluation and the score resulting in those evaluation passes will also be published. The disposition of the four passes belonging to the Empress, the one belonging to each Chaplain, the three belonging to the Harem, the two belonging to the Imperial Solicitor, the two belonging to the Commander of the Blood Company and the one belonging to the Commander of the Noble and Aristocratic Honor Guard will also be published.  

2.The Assembly of Peer-Electors, Electors-for Life and Marshalls

All Imperial, Acadian and Royal Peer-Electors and Electors for Life will be assembled and  meet the Marshalls selected by the  Interregnum Committee. The five Peer-Electors who are also Heirs will relinquish their role after certifying the Marshalls. They shall do this with the understanding that they will take these up again if and when they are eliminated from the competition. The Heir will have five days from that assembly to submit their listed Team of Supporters.  

3. The Assembly of Heir’s Teams 

Each Heir shall submit a list of people with a title for which role they would play in the Conclave if admitted. The list will number the highest  total number of people whom that Heir could possibly bring as electors into the Conclave if he used no passes and if he earned therefore all possible bonuses. Thus the list will vary substantially by Heir. Nobody may be a principal on more than one list. Every Heir’s list will include at least three alternates who are not on any other list in any capacity. Nobody may be on more than four lists in any capacity.  At the time of the Conclave no Heir will be permitted to bring in anyone not on their list submitted at this time.   

4.The Grand Assembly of  Permanent Electors and Heirs and the Opening Address of the Marshalls

Once the lists are certified the Marshalls of the Trials and Ordeals will announce the Program and certify the Heirs to the Competitors Camp. They shall not leave it until they become Arrived Heirs or are eliminated. The whole body of Permanent Electors will accompany them there for a reception and the Sealing In of the Competitors.

5.The Dissolution of the House and Household and the Start of the Trials and Ordeals.

From the moment they are sealed in the Imperial Household will begin a step by step and stage by stage dissolution of the Imperial House and Household sections and the Roll of the House and Household. The Permanent and Succeeding Sections will begin to be certified with the help of and witness of the people on the Heirs lists.  The Trial and Ordeals will begin and continue on a schedule which is known and with regulated media coverage.

6.The Trials and Ordeals and the Summoning of the Conclave Participants and Alternates

There will be a Halfway Reception on the day when the Heirs are halfway through the Trials and Ordeals. All Conclave Participants and the Heir Competitors will attend. At that time the Participants will be sealed into the  Residence of the Conclave. They will begin to watch events in the Trials and Ordeals from the stands and galleries prepared for them. 

7. The Arrival of the Heir-Candidates and the Dismissal of the Marshalls and the Minister of Protocol.

When the Trials and Ordeals or completed there will be a Ceremony of Arrival and the Marshalls and the Outgoing Minister of Protocol will be Dismissed at that ceremony. The Empress will address the assembly briefly if she wishes and if there is an Empress without regard to recent or intervening custom. The Conclave proper will begin on the next day.

D. The Conclave

The Conclave will operate in secret. The minutes will not be published for fifty years. The participants will not be allowed to record anything while in the chamber.   The first day however they will all be entitled to write a letter home and then there will be a ceremonial burning of pens and paper. The secrecy will begin the second day.

1. The Opening Address and Presentations of Heir-Candidates

The first day will end with all Arrived heirs giving a speech to the Conclave. They may be assisted by their electors with equipment and performances. Each shall be allotted the same period of time. The speeches will be brief. 

2.The Sealing of the Conclave

The Conclave will be sealed and the Heirs sent to the Waiting Camp. From there they will be summoned as they are eliminated to serve as Electors or else at the end to become Emperor or to witness the Emperor  being proclaimed. 

 3. The Ballots

The Imperial Solicitor will address the Conclave reminding them that they may elect by acclamation on the first ballot so long as it is duly certified by ballot. However he will also read the rules which force an election if pursued long enough. An Heir must receive two-thirds of the votes on the first ballot to become Emperor. After the first ballot all those who received less votes than the top half of the Arrived Heirs and did not finish in the top three in any of either the Imperial, Acadian or Royal Louisiana Electoral Delegations will be eliminated.  On the second ballot the rules will be complex and in the code depending on the number of candidates but the top Candidate in each block will still be protected. On the third ballot and afterwards a simple majority is required to determine the Emperor and any Candidate finishing twice at the bottom of a ballot after the third shall be eliminated.  

4. Proclamation

The Emperor-Elect will be for all purposes Emperor. However, his role shall be assumed in stages. But the Interregnum ends with his election.
